A need for animal cops in Hong Kong?

Introduction

In September 2014, a man called Jacky Lo uploaded photos to Facebook of a dog in washing machine and tried to take a bath for the dog. The dog in the photo was submerged in the water and was spun round in the washing machine (Parry, 2014). The dog is very helpless in the washing machine; it struggled to escape from it, but unfortunately the dog died. Lo happily described this as the quickest way to wash a dog. Around 14000 people signed an online petition to show their outrage for Lo and urged the police bring him for investigation. However, Lo posted another status in Facebook and told everyone that he is going back to Mainland China, and police will not be able to bring him back.
